Primo isn't a flippers-on kind of bad guy, so he uses
the henchmen to beat Pablo and Pedro into submission.
Henchmen are cyber-penguins with capabilities and combat
skills similar to yours, only that they are under the
constant influence and supervision of Primo.

As if it wasn't enough that these tough birds can wield
most weapons and operate all combat vehicles, they are
also equipped with the mysterious Mutator Rig, R.E.P.'s
own addition to Dr. Glowenko's original design. The
Mutator Rig activates on moment of death and pumps
the henchman full of TAGAP, stimms, adrenaline and all
other kinds of stuff, triggering a massive mutation. The
mutations vary, but the end result is always a
fearsome, pissed-off mountain of muscle and firepower.

[Tactics]

 - Henchmen themselves know all the combat tricks in
   the book, so use all the combat tactics you know -
   or come up with new ones - in order to beat them

 - Both the henchmen and the mutant form use tactics
   of their own, but keep an eye out for patterns;
   Recognizing them and finding a weakness in their
   maneuvers is the key to victory

 - All the mutated henchmen are different, but they
   have one thing in common; The chemical-regulating
   Mutator Rig attached to their chest is their only
   weakness
